Serving as a Republican Senate Member for Arizona's Legislative District 19, David Gowan has a distinguished career in the Arizona State Legislature. He began his legislative journey in 2009, serving in the Arizona House of Representatives, where he was elected the 52nd Speaker of the House from 2015 to 2017. Currently, in the Arizona State Senate, he previously chaired the Senate Appropriations Committee from 2019 to 2022 and now leads the Military Affairs, Public Safety, and Border Security Committee as its Senate Chairman. His district encompasses Sierra Vista, most of Cochise County, all of Greenlee County, southern Graham County, and portions of Pima and Santa Cruz Counties. A proud alumnus of the University of Arizona with a B.A. in Secondary Education/Social Studies, Gowan is deeply rooted in Southern Arizona, where he has resided for over thirty years with his wife and two sons.
He is actively involved in his church and community, serving on the Board for Veritas Christian Community School, and is a realtor, an ELKS Lodge #2065 member, and Chairman of Tai Shin Ki Do Martial Arts System. Gowan is a passionate advocate for veterans, first responders, and the business community, as reflected in his numerous awards, such as the 2024 Stand for Children Arizona Legislative Champion and the 2023 Arizona Technology Council Legislator of the Year. His legislative efforts include sponsoring and co-sponsoring a wide range of bills addressing property tax exemptions for agricultural land, widows, widowers, and veterans, as well as initiatives for middle school CTE courses, firefighter occupational disease presumptions, and state death benefits for first responders.
